Saw an R/V pulling off of the road, blowing tons of smoke out of the muffler

Chrysler 200. Not sure if the car was abandoned or the driver was in the process of being arrested, there was a cop car behind it. Mid 90's Escort Wagon. It was missing the driver's side mirror and the rear hatch window.

A few weeks back I saw a lifted chevy truck with the hood up and the owner standing on the front bumper. It was the only way for him to look inside the hood.
