So the premise of Frank's resignation is "they'd get me anyway, best to control the fall" -- but then its revealed each element working to bring him down has only gotten any traction based on his own hand. So why did he resign? It makes absolutely no sense, even before you think critically about it.

In both elections the opponent just vanished without a trace and no one really thinks to ask why. I only care because Mrs. Candidate was a wonderful screen presence.
