As far as I can tell what cripples poli-sci from being a worthwhile study is the (now this might vary school to school) lack of history and look at it to much as this thing that exists in a vacuum. A lot of them came off as basically being "a fan of politics" like one would be a fan of a show. My brother minored in polisci and from what I could tell it's just a lot of horse race study. International Relations is polisci, and I took an introductory course on it since it related to my History major. The international stuff was informative because it dealt with a lot of international law, and why it's so easy for some countries to just regularly ignore it.

i have an undergrad political science degree and i think a lot of the problem that they teach you so little is because the conservative though-policing has largely succeded in scaring professors away from doing any actual analysis in the classroom. so you are only going to get boring facts, or discussions and comparisons stripped of any social or political context such that they contain no meaning and have no explanatory power. this has a perverse consequence of making people think that knowing all the implementation details of some bill is scholarship there are some classes like international relations as another poster mentioned where the obvious just happens to not be taboo to say (eg the US and other rich countries are above the law, and wrote the rules of postwar order such that they would be above the law) and then you can actually teach something
