One way to achieve a high over-all level of escalation and still keep each separate act as an act relatively low on the ladder is to retaliate or escalate in a completely different theater from the one in which the primary conflict is being waged, and at a time when the primary crisis is at a fairly intense level. This may be especially escalatory if the second theater is sensitive or potentially vital.

Mongolian People's Republic stays out of the war at first. "Communist" Chinese forces are supported by US arms, then US trainers as the war expands over half a year. A lightning strike through Mongolia is sold to the Chinese leadership, supported by limited nuclear arms. The thinking is that if all nuclear weapons use is limited to Mongolia then the soviets will also limit their nuclear weapons use to Mongolia. A massive Chinese armored attack driving through Mongolian territory triggers a USSR response to also invade Mongolia to counter and support their (light) forces stationed in Mongolia. Over the next month it really really sucks to be a Mongolian.
