Urobuchi is just not fit for Type Moon stuff because at its core Type Moon is very optimistic while Urobuchi wouldn't know a positive character arc if it slapped him in the face. Also because Nasu writes female characters with agency which, again, Urobuchi can't do.

She's not bad or anything, but she's not exactly a DPS powerhouse even with maxed Self-Modification (taking modifiers into account, she loses in damage to 3*s Salieri and Lu Bu) and NP spamming, she's pretty fragile despite having high hp, and two of her skills are extremely situational. The reason BB's offensive prowess is rated highly is that with Self Modification it becomes quite decent despite her being having two support skills (Also, in no way are any of her skills "extremely situational"). This "decent" offense then becomes powerful once Avengers come into play, as she's effectively the only Moon Cancer most players are going to get. Class Advantage counts for a lot, not only for 2x damage doing more than Berserkers, but she also won't die to a stray hit thanks to her class resistances. So is debuff clearing, really, even if that situation comes up more "Stun the enemy Servant" is not situational, nor is Healing. There is not a fight in the game where those two effects are not useful. The fact that BB has other, more situational effects tied to her stun and heal just makes them better.
