I doubt Reigns will ever be top face material and they're better off transitioning him into a full heel and letting someone better suited for that role to overcome him. Roman just buried everyone, be they heel or face. Really a bizarre choice, writing-wise. It worked to Roman's strengths though (being a smug dick).
