An actual civil war probably would be people being abducted in the middle of the night by police and/or "private security" firms based on internet spying and then tortured, disappeared, and/or just appearing in prison one day with a big written confession and plea deal signed off by a judge. If there were some sort of organized opposition, then their acts of terror would be written off as lone wolf attackers through strict media control, with any dissenters in the media or otherwise swiftly written off as conspiracy theory cranks, banned from social media as "fake news", and possibly themselves disappeared or bad-jacketed with kiddie porn charges. It would be an invisible war, one entirely hidden from the eyes of normal people not clued in somehow. The only way you would know is if you accidentally said the wrong things and got targeted as a potential troublemaker. Then, your life would be ruined for no reason, like stepping on a digital land-mine.
