Wasn't 17 there when goku told everyone not to wish him back? If king kai was just broadcasting his voice down to the lookout rather than psychically linking him to the main characters specifically then that'd be when 17 heard his voice

The one panel in the manga (and corresponding scene in the anime) is literally the only time 17 appears at all prior to Super 17/17 in Super. In terms of villanous breakdowns, Cell's is still right at the top for me, he flips from being cocky and in charge into a panicking mess who then does nothing but flail at SSJ2 Gohan before bellowing and howling after he spits 18 back up Frieza probably had a more satisfying episode but Cell's was just humiliating

The Time I Got Reincarnated is really short, you could do it in like 90 minutes runtime tops and that's expanding out fights. The biggest problem is Yamcha's voice actor but if there's ever a justifiable reason to recast a dude, reincarnation is it.
