I think the finder always has a certain percentage more seconds to find the balloon than the dude that hid it. If you take the full 30 seconds to hide a balloon than whoever is searching for it gets 40 seconds. The coins don't factor into the time you're given at all, just a bonus during the hunt. Makes very few moons actually difficult to get in the allotted time once you actually know where they are.

I've found hiding the balloons inside of a destructible object gives people fits. I hid one inside the rock wall in Wooded Kingdom that hasn't been found yet.

its fun and pretty addicting and i got enough coins to get the skeleton and sunglasses in one session of messing around. its not exactly a "daily" thing but the fact the baloons get popped gives you a reason to boot it up and play a little more often which is cool
