Don't forget that a lot of the higher ranked characters in The Wire are based on real people too. Omar, Avon, Carcetti and Nerese Campbell. The last one was so obvious that the real life inspiration, Sheila Dixon, was actually investigated and convicted thanks to the publicity from the show.
