Contact tracing was at about 30% when phase 3 hit, and based on the fact that I cant find any newer stats I'd guess they are still well below the 90% even after the increase in funding and hiring. That's a legitimate point, so you should probably focus on that instead of saying there's been a spike in IL cases that does not exist.

There has been a plateau and now a very slight tick upward. Nobody said spike but you. Blatantly ignoring our own self-imposed goals in a rush to open'r up doesn't give me much faith in the situation we'll face 4-6 weeks from now.

I honestly think that the underlying assumption has been that once we hit phase 4 the Cook County region is going to get busted back into phase 3 or even 2 pretty quickly. As hosed up as it sounds I think the administration needs the leverage of being able to point to the fact that there's the possibility of going back up to be like "See?! See?! We told you!"

So it's weird being at ground zero for local political poo poo, but here goes. In town here, there is an extremely ~decorum~ and very "old white lady" center-left group. It fragmented over BLM protests when one of the admins was super lovely about it. So our local socialist ward alderwoman, Jenn Carrillo, started up a further left group. This part may seem irrelevant, but bear with me. (Jenn is loving awesome, btw, and the local conservatives and centrists lose their loving minds about her weekly.) So back when this went down, someone on the new group decided to start a "boycott list" for local businesses that are racist, vile, vocal in their Trump support, etc. It has all of like 26 businesses on it, including a real estate firm run by none other than our local Republican Party Chair. Well, somehow local conservatives got wind of it and lost their loving minds. They've been melting down about it for three loving weeks. Mostly, they're blaming the Jenn, who has basically nothing to do with it apart from being the group admin. So today, our Republican Party Chair held a loving emergency press conference about this extremely important boycott list. And, well, it was a shitshow. In Clay county, Tactical Vest Darren Bailey’s lawsuit will return to court this afternoon. (Yesterday, his lawyer is putting a lawsuit saying that school guidance like wearing masks are unconstitutional). The Clay County GOP is having a get together at their office where they are offering drinks and air conditioning. Studies have shown that air conditioning helps spreads the virus. Bailey is returning from Florida for this court case (they just announced 10,000 new cases in the last 24 hours) but his doctor says he is fine cause he was only there for 48 hours and he has no symptoms. This region is so stupid.

I know that several of the posters in here live In Chicago so I am hoping that there is some idea here. I have been reading about the escalating violence in Chicago over the last few weeks. Is there any particular reason for the uptick? Is it just people being outdoors more (out of quarantine or weather)? Is there some recent history between gangs that has led to this moment?

Violence always upticks in the summer. More people outside, it’s hot, tempers flare because a lot of places in lower income neighborhoods don’t have A/C, schools out so kids are roaming the streets unsupervised, and all the usual summer activities are cancelled, can’t even go cool off at the movies or the mall. Bunch of hot bored angry people looking for something to do, some are gonna look for trouble, some are gonna find it. And hell for all we know cops have declared open season to nip this defund the police crap in the bud.

Another reason why you see escalating violence in Chicago is because of failed Federal policy. The idea was that if you went after the heads of the gangs the infrastructure would collapse and you would see not only less violence but fewer gangs and gang related activity. What has happened has been the exact opposite. Without leadership the various sects have little oversight and direction. They frequently war with each other and often over the slightest provocations. Really the only real way to combat gang violence is to have major investment into the neighborhoods and communities. If the amount of money that is used to fund the CPD for example was used to fund investment into the South and West sides you would see crime fall sharply as the root causes of the crime would start to vanish.

Yea, I can only add a little to what others have said, but there is always an uptick in gun violence in the summer, and especially so around the holiday weekends because people are just out more. Income inequality is a huge factor in violent crime, and the best way to battle it is to make these thriving economic communities. A lot of this violence is from people with not a whole lot to lose, job prospects suck, they are more likely to have dropped out of school early, and are making money illegally. Gun violence is also reciprocal. One guy gets shot, which causes someone else to get shot in retaliation. There's even evidence that we can somewhat predict gun violence using social media as you can see the ripples of one shooting reach out to other people, who get angry, and then react. The solution is hard, involves money, and a lot of time investment, which is why it doesn't get done. Instead we throw cops at the problem, which we know doesn't solve anything, but we keep doing it anyway. Defund the police and reinvest that money directly into the community and we can see actual gun violence drop.

Violence in the city always sharply peaks when it gets warm out, when I lived in the city with my friends we never went out the first two nice weekends of the year. As other posters have said there is nothing for anyone to do now also.

That's why positivity rate is worth looking at too, it helps illustrate how increased testing is influencing the numbers. Illinois has been at 2.5%-2.7% for a couple weeks now. There's a clear upward trend in number of tests too: https://coronavirus.jhu.edu/testing/individual-states/illinois

Hopefully we can stay at or below that level now that we're firmly into phase 4. At least Illinois' phase 4 is not nearly as wide open as some other states. I don't think we're moving past 25% capacity in restaurants until phase 5, which really won't happen for a while. Places like FL and TX were going to like 50% capacity, I think Indiana is already there.
