At minimum, he needs Barry's access to the Speed Force. Beyond that, who knows? If he's as benign as he thinks he is, it may be a matter of him assembling those metas and convincing/coercing them to play their part. Weeper and the luck person seem obvious writhe the former's years used to synthesize a drug and the other basically make sure things go perfectly.

Their recurring story arc in season 1 was a highlight but unfortunately because of other shows (and stupid Star Wars ) cannibalizing the best of the roster and weird previous season writing mucking up others (Piper and Boomerang being effectively written off, some other 2nd tier rogues being killed off in the great villain purging in season 2) you're left with weak versions of The Top, Mirror Master and Weather Wizard. Maybe they'll have a Grodd and/or Kadabra episode in the back half. If you haven't been watching Legends, you should know that Grodd's appeared there and will probably be part of the villain lineup for that series this season. Kadabra might show up though.

Dwayne McDuffie was too good for this world. I need to dig up that page during his JL run where Vixen ends up in another universe and one of the JL members there is basically a chubby white guy who transforms (ala Captain Marvel) into a fit black guy with an afro by yelling "Black Power!" or something. It was a dig at some cutting room for idea iirc
