I imagine that even in the best scenario... it's more of a suggestion than a mandate. Basically, the Empire saying "yo, we ARE going to blow up this whole planet whether you're on it or not, so now is probably a good time to not be on it." They don't really strike me as the types who would dramatically hold off on pushing the button until the last transport is clear.
