When I worked for Costco it was mostly dumb college kids or homeless people being brought in to open an account and then resell the phone to the people who brought them in.

Also I’d be careful with the microcell if you live in a crowded area, I had a friend with one here in Phoenix where we lived downtown and every time there was a baseball or basketball game literally everyone passing by would have their phone latch onto it and choke out his home internet bandwidth
