The Qing took over Tibet from the mongols in the early 1700s, put the Dalai Lama in charge and made up a new way of succession that ensured the Lama would continue to rule Tibet as an autonomous protectorate of the Qing. Once the Qing collapsed Tibet declared itself to be independent while the new Chinese government said Tibet was still a Chinese protectorate and no one officially recognized Tibet as an independent state even if they de facto ran the country.
