Henry would be better because Shane just does not come off like a credible threat with his dogshit offense and terrible ring psychology. We at least know that Henry is still capable of laying out a motherfucker if he's pushed, Shane is just gonna do his lovely skips and whiffy punches while better performers are forced to sell him like death itself.

Realtalk though Goldust would be a fantastic GM. Let him just be Dustin Rhodes and act as a kindly mentor who still wants to run an exciting show. Screw him over though and he grabs his face paint and starts powerslamming fools. It would be a great gold watch for him and let him do something different.
