Edit: actually the worst match 2 years ago was a team of aging Villanos and the clowns, so yeah 2 super old trios including a Villano is fair game. It wasnt what it was for the effort thwy put into it. Also when does the WON ballot cutoff again. I can't remember if the legends match would meet it for 2017.
