I've got a canadian war3 box from back in the day and it has both the Orc Warlord listed as a hero but also still has catapults manned by peons. I think it's more or less a leftover from when war3 was going to pretty much be a single unit focused rpg/light rts. I was flat obsessed when the game was coming out and just devoured everything about it and I was happy to see the ancient screenshots on the box.
