You can't turn down what isn't offered. Would Cousins, Butler or George have insisted on a trade if they had those offers on the table?

If the front office doesn't want that kind of contract on the books or don't think they can compete for a title during its span, they trade the guy while they can get value.

Also PG wasn't even eligible to receive one because he didn't make the All-NBA team in 2 of the 3 previous seasons.

Not right now but it's also not fair, Duncan was not GREAT as a freshman either and it was not much of a guess when it came to picking him since he was a senior and already firmly one of the best basketball players in the country.
