The lack of timestamps and the vault's overall condition always made me assume that this wasn't a recent message and as such I always shut it down.

It is one of the least rewarding tracked quests in the game, both in lore and loot. Even the auto-failing quests are better as all but one are meaningful player choices and the last one is just glorious in it's own way.

That's just mechanics, story-wise it doesn't make sense. There's nothing you can do that other characters couldn't do better.

Gambling in the Madre is actually far more profitable than gambling anywhere else as the chips exchange for prewar money. On a related note finding the snow globe would give 2000 chips, plenty to start gambling with.

Serra Madre chips exchange 1:1 for pre-war money at the casino cage once you get the the casino running again. Selling pre-war money is effected by barter (unlike legion and NCR money) and Trudy in goodsprings will actually give full value if you don't go with the powder gangers, end result is a snow globe worth around 20000 caps.
