I like the 'original group of scientists' theory.

The conference's set-up very strongly hinted 'one group.' Maybe the reference to Social Darwinism is a hint, too? They flipped a coin and WMD'd one side to stoke conflict to drive competition or something. Radical anti-communist Ayn Rand type.
