I had the distinct impression that Zoe wasn't planned to be in the game originally and was only added later on as a hook for DLC. She doesn't do much beyond give you largely unnecessary advice on the phone ("you need to get out of that house"), suddenly has weirdly detailed knowledge on how to whip up an anti-mold serum for no apparent reason (which it would've made much more sense for Mia to do, given what we know now), and even if you choose her at the boathouse she immediately disappears and is never mentioned again.
