Harden's control over his body's speed and movement is insane, he doesn't need to be remotely the most athletic guy on the court to be the most impactful player

To make a cross sports analogy, Harden reminds me of Randy Moss in that both move in such an efficient way that they never look like they're really exerting themselves. It's only when you see how everyone around them is scrambling to keep up that you realize just how freakish they are.

Harden isn't anywhere near the physical freak Moss was. Rice is more of an apt application of your description. Rice was so efficient and smooth, Moss would just run by you and jump over you and there was nothing you could do about it

Also it's kinda fitting, Harden and Paul both fit a similar-ish mold of not relying on supreme athletic ability (in NBA terms) but rather by being otherworldly skilled. Put them on the same team and there's basically multiple filthy stepbacks a game.

Honestly, I think Harden is pretty drat athletic. He's exceptional at both driving and finishing through contact and though he only unleashes it like twice a year, he has some dunks where he absolutely slaughters the rim. He's definitely a powerful dude.
