The death penalty has little to do with it. If a russian operative was somehow caught the americans would make him talk, and suddenly the sanctions would turn into blockades.

I mean, maybe pre-Trump. Now there'd just be some hemming and hawing about how we can't tell who it was for sure and can we really trust the intelligence community I mean Putin says it wasn't them and could be anyone. Even some kid in his parents' basement!
