I'd go for the loudest talker that you know isn't scum, and isn't TP. TPs are a godsend for scum because you get to rule them out (they have their own direct wincon) and you can appeal to them in endgame to win. So you've got the loudest talker, someone who's capable of driving conversation the way they want, and someone who can drive the narrative and driving mislynches.
