I've changed my mind on that again. Melee shouldn't negatively impact shooting, it's shooting that should negatively impact attempting to melee (which the targeting computer already negates).

I want to encourage more punching.

Edit: Seriously, I want "I'm going to punch it wish me luck" to not be the realm of madmen
