In a drab briefing room, six Arbites veterans sit waiting for their first assignment. At the front of the room an old, toughened man stands behind a lectern and clears his throat. Your new captain, Zariel Urm.



"Welcome to the DGC, officers. You have all been recommended to my department because you're good at your jobs, in one way or another. As your new commanding officer, I expect two things from you," he says, eyeing each of you in turn.

"Number one, I expect results. The DGC was formed to solve the crimes that can't be solved. To that end, you will have access to extensive powers and equipment. As far as I'm concerned, there are no excuses for not closing cases.

"Number two, keep your noses clean. If you bring anything that could jeopardise my department into this building, then you'd better pray for mercy from the Emperor, because you sure as poo poo won't get any from me.

"Now that we've got the pleasantries out of the way, on to your first assignment." He presses a button on the lectern and the lights dim, as a vid-screen hums into life.



"This is Lakhanov. Ex-Navy, was due to be court-martialled for attempted mutiny but he disappeared. We have reason to believe he's hiding out in the lower hive. Lakhanov is well-trained, highly motivated and an accomplished demagogue. For these reasons, he is a serious threat to the stability of the hive.

"You will not be pursuing Lakhanov, not directly. We've tried going after him, but each time he manages to escape. I now have reason to believe that he has a contact inside the department. Your assignment is to discover who has been leaking information to Lakhanov. Once that hole has been closed, we'll take him down. Questions?"

Sully sat in the back corner opposite of Lear, a buffer of at least one chair between him and anyone else in the squad. Isolated and alone, something that Sully was used to after being alive for 35 years and being a souless freak for all of it. Sully hears the briefing, and loudly and intentionally sighs and sinks his head into his hands.

"So we're the crack DGC, and our first task is to do internal affairs work?" Sully says to the desk through his hands. Then Sully sits up as some of the suggestions are made. "Yeah, that sounds fine and all, check records, interrogate every arbite that has Navy ties." Sully then smiles. "Uh, if we suspect who the leak is, are we allowed to try and go after Lakhanov to flush them out, or no action against him whatsoever until we find the leak?"

Jake grimaces, disgust clear on his face as he studies the image of their target. The Imperial Navy sure knew how to pick 'em; he glances at Lear for an appraising moment before turning full-attention back to Urm. When he speaks, he is soft-spoken, with a bit of gravel to his voice from years of talking to perps in his Arbites voice. "I understand, then, that we'll be your Internal Affairs unit for this investigation, sir?" He looks towards Shi'ar as she laughs, his grimace turning into an even deeper frown.

"With all due respect, I feel this may take a bit of.. subterfuge." Jake seems disgusted by the word as he speaks it. "Any officer assigned to the lower hives, particularly those with previous Naval experience, are likely going to be high on our list. Someone else from the hives, with a bit of Navy in his blood, might be our best resource for contacting them." He pointedly looks to Lear as he speaks.

"Precisely my thoughts. We get a list of people with Navy ties, I'll strike up a little small talk. Maybe Lakhanov comes up. We'll see who gets shifty or nervous, and go from there. Not that I expect it to actually be that easy. I'm guessing our perp is an experienced liar, probably already crooked before Lakhanov came into the picture. We might want to cross-reference that list of ex-Navy with people who have had IA investigations or allegations against them in the past."

Urm nods at Lear and Merse's suggestions. "A logical place to start. I've had my secretary compile a list of all Arbiters who were involved in the operations to apprehend Lakhanov. Only three Arbiters were involved in all three of the operations. That would be an excellent place to start.

"I'd rather not go after Lakhanov until we have his mole taken care of; if we keep the pressure on, we risk him fleeing offworld or otherwise retaliating. He's already set one trap at the last operation, so I assume he's not to happy with the attention from us.

"So an officer, a downhive thug, and a hot-head," Iskar says after thumbing through the files. His gaze meets Merse's. "No offense meant, sergeant."

Pretty standard fare for Harvath Arbites, but with the knowledge there was a mole, each one had details that could be interpreted as incriminating. "I suggest pair off and interview these officers. Lear's Navy service is the most obvious point of common ground, but I think each of us could find a way to get them to open up. I'm sure Otho Bast and I could talk shop."

He holds up the files to Gallows, "And remember, it's very likely only one of these officers is our leak. The other two are Arbites serving with distinction." He was giving their suspects too much credit, for sure, but Gallows was a liability anywhere subtlety was needed and wanted to remind the man.

I understand her expertise in urban encounters but it strikes me suspicious she'd suffer what amounts to a fairly minor injury."

Gallows turns his attention back to Bast, shaking his head. "I also find Bast to be incredibly suspicious.." He frowns in thought before turning to Sullivan. "Officer McKennan, I have a suspicion about Bast. Would you accompany me to detain and question him?" Jake folds his arms across his enforcer carapace. "If I'm right, then this man will be within your realm of expertise."

Sully read the files, flipping through them. If he had to suspect anyone, it would be Grinman. Born lower hive and also Navy? He'd be right up the alley of their little Seditionist, probably spewing poo poo propaganda about how the people of the lower hive are oppressed, yadda yadda.

Sully seems to see the same thing that Gallows does. History cleared by accident, impulsive, yet somehow uncanny luck? Yeah, uncanny luck doesn't exist, either the Emperor is shining down on you, or you're using the Warp to glimpse the future.

Though Sully didn't need sorcery to know that working with Gallows was going to suck all of the dick. "Uh, yeah, I see what you see Officer Jawesome. Just don't go all smashy smashy until those suspicions are confirmed. He might not be our leak, but if he's still a precog, he's gotta go down faster than a fat Cogboy on an oil spill."

At Gallows' question, Urm consults his dataslate. "Casualties were severe but could have been a lot worse. There were two KIA in the primary insertion squad and, let's see... five with serious injuries. Bracht lost a leg; Eiren, she's waiting for some ocular prosthetics; L'angel also has a broken arm; and Racivus had internal haemorrhaging, although I understand we may still lose him. Utkin was the eighth member of the primary squad, he escaped with minor cuts and bruises. The secondary squad was largely unharmed - one member was treated for shrapnel."

Without another look at the squad, Zariel Urm leaves the room and heads to his office.


The Investigation of Asteroth Grinman

Grinman lives only a short walk from the Arbites complex in which the DGC is housed. Here, the hab-blocks are relatively clean and free from structural decay. Merse rings the buzzer on Grinman's door and, after a few seconds of shuffling, a bolt can be heard being drawn back. The door cracks open and the barrel of a stub revolved pokes out of the apartment. A steely voice asks, "Who the gently caress are you?"

Thimas and Shi'ar travel downhive a few levels to where Berth resides. While the streets are less well-maintained, they are still safe enough for children to play in. As they approach her hab-block, they spot her sitting on a bench out the front of the block, drinking from a bottle. One of her arms is still wrapped in plaster. She looks up at the pair as they stop in front of her. "I was wondering when you guys would get here. Care for a drink?" she asks, holding out the bottle of cheap amasec.

Bast lives even deeper within the hive than Loree Berth, down where the architecture is starting to crumble. Gallows and Sully are certain that he could afford a much nicer place uphive, closer to the DGC complex, given the basic DGC allowance. Gallows pounds on the door, eliciting a muffled cry from within. After a few moments, the door opens on a dim apartment and the sight of Otho Bast retreating into its gloom. "Come in, make yourselves comfortable," he says, his voice taut. "Suddenly got a major headache, need some nodone. You fellers want anything?"

The interior of Bast's apartment is shabbily and tastelessly furnished, with a pair of clashing couches dominating the main room. Bast can be heard clattering around in the adjoining kitchenette, before shortly rejoining the pair with a cup of water. He eyes the two arbiters, wincing slightly as he looks at Sully, then sits down on one of the couches. Speaking directly to Gallows, he grimaces. "Awful business, what happened. I assume that's why you're here - the Lakhanov case. You fellers taking it over?"

After a short but awkward jaunt downhive, Iskar feels great relief that their task is before them. Conversation on the way down was terse and stilted - he and Skulltaker don't have a lot in common, after all.

"Greetings, Regulator," Iskar says with a perfunctory badge-flash. "DCG Investigator Iskar Thimas. I understand you and Skulltaker are already acquainted." He takes the proffered bottle and tries to judge how much of it was already in Berth's belly. He hands the bottle to Skulltaker and turns back to Berth. "Sorry about your squad, and your arm. Is there somewhere we can talk privately?"

Hanson exchanges a glance with Verita before looking back at the door, trying to look unimpressed. He'd had his own fair share of "greet the door with a gun" days, so he wasn't too surprised. He was, however, a little annoyed that this idiot was going to make this unnecessarily hard.

"I'm Investigator Hanson Lear. My partner and I are on the team that's taking over the Lakhanov case. We wanted to talk it over. Official reports are... dry. They never capture all the details, the little stuff that people who were there would notice. Mind if we come in?"

Sullivan "Sully" McKennan

Sully immediately recognizes the signs and symptoms of his presence on psykers, but he needs to verify just to be sure. Knowing him talking will only lead to trouble, Sully gets just nods and asks, "Hey, can I get some water?" and begins to move towards the kitchen end of the run down apartment. His main goal was to try and move so Bast was out of his "untouchable field" soas to see if that headache of his quickly goes away.

Sully digs around the mess of dishes looking for a glass, though really spends his time focusing on Bast, to see if he suddenly feels better, or to detect the sudden eddies of the warp a psyker puts out.

using my rather low psyniscience skill/perception as well as forbidden lore psykers to see if I can detect the telltale signs of Bast being a psyker.

Hanson Lear, Verita Merse

There is a moment of tense silence before the voice says, "Let's see your ID, then." Lear and Merse dutifully oblige, and the gun eventually withdraws into the apartment. A moment later, the door opens fully, revealing a rather haggard-looking Grinman. A mess of unkempt, greying hair matches the days-old stubble on his chin, and his eyes are ringed with heavy bags. In one hand he holds the revolver, tucked against his side and still pointed at the pair. Gesturing the gun at Lear and Merse, he explains, "Can't be too careful; Lakhanov obviously has it out for me. Come inside, quickly."

Grinman leads the two investigators to a couch in his sparsely furnished apartment and takes a seat opposite them in an armchair. He rests his gun on the arm, but keeps his hand on the weapon. "What can I do for you, officers?" he asks, with a smile on his face.

Ignoring Iskar's questions at first, Berth replies to Shi'ar, "Not for lack of trying, ha!" She takes the bottle as it circles back to her and takes a mouthful. "They got you in the DGC now, huh? Miracles never cease," she says, making an awkward aquila with her arms. Turning her attention finally to Thimas, she continues, "Here's private enough. The walls of my hab are parchment-thin, anyway. Now, I'm guessing you're here about the Lakhanov op. Complete gently caress-up from the start, in my opinion. Hey, the first two ops didn't work out, let's do the same thing again, right? Throne, if I was Lakhanov, I'd probably be pissed enough to hit back, too.

"Thing is, though, he must've known we were coming. I mean, there's no other way he could've set it up the way he did. How did he know?" Loree looks at each of the investigators, her eyes full of grief and anger.


Iskar notices that Berth's bottle is about half full, although she doesn't appear overly drunk.

Bast nods and murmurs, "Yeah, sure." As Sully moves into the kitchenette, he notices that Bast sits up a little and stops grimacing. This is enough for Sully to confirm that the Investigator has some psychic ability.

Hanson's eyes dart from side to side while Grinman has his back to them, taking in every detail of the apartment, looking for any clues or anything out of place. Once he sits down, he turns his whole attention towards Grinman. Was this sincere fear, or had he brought that gun to the door for another reason? Say, because he thought he might already be under arrest? And was the story he was about to tell going to add up?

Hanson smiles and tries to look relaxed. "Well, like I said, we've been assigned to the Lakhanov case. We wanted to hear the account of the previous operations against Lakhanov, straight from the grox's mouth. The official reports are useful, but I wanted your thoughts on how he keeps slipping through our fingers. And if you've got any advice on pitfalls to avoid when chasing this guy, I'm all ears: I spent the past 8 years up in orbit myself in Local Anti-Smuggling Operations, so I know all too well that a Navy boy is no one to trifle with."

Jake had the same interest on Otho's reactions to Sully as Sully had, and it's obvious to even Jake that the man seems more relaxed and comfortable with Sully at a distance. He frowns; Sully would know for sure, better than Jake, but if it were true that meant he was dealing with a psyker. Gallows stays standing, his shotgun held in both hands and leveled at the ground. "It is. There have been new developments in the case, and we came with questions."

He gives Sully a nod, moving to stand between Otho and the door in hopes of preventing the man's escape should he get flighty. "Officer McKennan, once you are refreshed, I'm sure Mr. Bast would be happy to hurry us along with our investigation. It can't be comfortable, being stuck in your little hab unit with a headache."

Sullivan "Sully" McKennan

As Bast clearly looks better as Sully walks away, he knows they're dealing with a psyker. Sully knows being an untouchable means everyone hates him, even non-psykers can sense he has no soul, but psykers, oh they feel his non-presence in the warp. Sully makes eye (or well visor) contact with Gallows as he speaks and nods. Abandoning his search for a clean cup, Sully draws his warhammer from the loop on his belt and rests it against his shoulder. He then slowly walks forward until Bast is within his null field range.

Sully's field has not been developed enough yet to actually weaken a psyker's power, but he will gladly make their lives a little more uncomfortable while he can. "Yeah, turns out I'm not thirsty anymore Gallows." Sully then waits for Gallows to make a move. Easiest would be to apprehend him now and interrogate him back at the station; the confirmation he's an unlicensed psyker is enough to bring him in, even if he isn't involved with the damned investigation. But maybe Gallows wanted to interrogate him here?

I have interrogate, so I can give a +10 assist bonus, assuming you don't just use your fate point ability.

"I understand completely." Verita adds with a small smile as he waves the gun in her face. Although she didn't really. One of the benefits of undercover work was that with the right clothes and the right accent you could be a completely different person from who you were yesterday. Sure there might be people looking for half a dozen of her cover entities but none of them should connect to Verita. She hoped. "Nice place you've got here." she said making conversation as they took their seats. " I've been looking forward to meeting you for a while. Underhive boy done good. That's quite an achievement. Trust me I know just how hard it must have been. I'd love to talk to you about someday" she says with a strong trace of the underhive accent she usually tried to suppress while on the job. "But business before pleasure. Do you have any information on the gangs Lakhanov was working with? My knowledge is years out of date since I haven't worked the lower hives for too long." she lied. Truth was her undercover work had given her a good idea of the movers and shakers so she should be able to spot any discrepancies that might indicate he knew something he wasn't telling.

With Sully in position, Jake nods sternly towards the null and pushes the coffee table in front of Bast's couch backwards, sitting on it with his shotgun in his lap. The psyker's face is reflected off of the judge's visor, and he frowns sternly as the two sit in silence for a moment; when Bast tries to speak or turn his head to look at Sully, the judge shifts his shotgun ominously.

"We need everything you have on Lakhanov and what went down on the final sortie. You avoided a lot of nasty poo poo falling on your head, Bast. Officer McKennan here is a sort of.. specialist.. in the sort of avoidance you perform." There is a hint of menace in Jake's voice, and his head shifts ever so slightly to look at Sullly. "You're a part of the arbites, Bast, and you know how this can go. You've served fairly honorably, so that's certainly in mind right now."

Lear can sense that Asteroth is afraid, although he can't be sure if that's fear of Lakhanov or fear of the Arbites. Either way, he can be sure that this is a time to tread carefully.

"The operations were textbook raids, for the most part. Abandoned manufactories and what have you, in the underhive, fast insertion and extraction. The first two went like well-anointed machines, if you ignore the fact our target wasn't there. There were definite signs he had been there, although by the looks of it they cleared out at least a day before we hit the buildings.

"The third op was different, though. It was like the whole thing was staged. Lakhanov went quiet for months after he dodged us the second time, then suddenly from out of the void we get word on his location. And I mean out of the void. We bring some nobody in on charges, he pleads leniency in exchange for Lakhanov's location. After that, everything just falls into place. Surveillance easily confirms the building as a likely site. No gangs in the area to navigate around. Throne, the whole place was deserted.

Grinman's demeanour turns cold again as he continues, "Of course, this was all in the official write-up. You'd know that, if you'd read it - and you would have read it if you were on the case now. See, one of you is a bad liar. Merse, I know your name. I know you're on the undercover asset register, because I've used the register. In fact, I used it only a month ago. So now I'm thinking, either you've got a terrible memory for an Arbiter, or something else is going on. And this wouldn't be the first time an undercover cop turned." He raises the gun again, pointing it squarely at Verita's head.

Berth shrugs. "Not really my area of expertise, is it? I'm a more direct action kind of girl. Still, there's only a few people who would have had that kind of information; just gotta work your way down the list. Captain Urm of course, but he's so straight he'd probably arrest himself for so much as thinking about it. Urm's secretary said the two lead investigators were the only others I could talk about it to, the only others to have clearance. Grinman and Bast. Grinman's got a big ol' chip on his shoulder, he tries real hard to get away from his downhive past. Maybe he's trying too hard, needs a big break to move up in the hive. Bast gives me the creeps, but there ain't anything illegal about that. Still, he always seems to have a way of knowing what a heretic's next move's going to be.

"That's about as far as I get. I don't know, flip a coin and hope you get the right one."

Bast's eyes widen as the seriousness of his situation sets in. "Look, fellers, I don't know what's going on but if you want to know what happened, you just have to read my report, o-or Roth's. Everything's in there, I swear!"

A few more seconds of extremely uncomfortable silence, Bast breaks. "Ok, look. I got a, well, I don't know what to call it. Some folks might call it a gift but I'm not so sure. Sometimes, I just get this feeling. It's like a voice is whispering in my ear, telling me what people are thinking, except it's my voice. My priest says it's the voice of the Emperor working miracles through me, but why would the Emperor sound like me?

"It sounds loving crazy right? That's why I didn't tell anyone. Please, don't tell the Captain, I don't want to be taken off the Arbites."

With a startling burst of speed, Hanson unbuckles his coiled shock whip and leaps between Merse and Grinman. The movement sends his first crackling swing wide over Grinman's shoulder, but Grinman would have to go through him if he wanted to get to Merse.

As Bast starts stammering for his life, Sully quickly looks down at the ground. He hated this specific type of psyker, the one that didn't know. It's one thing to crack the skull of some rear end in a top hat who knows he's a psyker, throwing fireballs and causing statutes to bleed; its another to have to bring in some poor gently caress who doesn't know. Sully comes around from behind, and sits on a couple crates being used as a small table.

"Look man, I'm sorry to say this, but once I confirmed you were a witch, you staying on the Arbites ended. I'm on loan to the Arbites, I'm from the Adeptus Astra Telepathica, the organization tasked with controlling psykers. I can't let you walk free any more than you could let a damned genestealer walk free. You'll leave here with me and Gallows, you'll be locked up, probably sedated, until the next Black Ship comes, and you'll be hauled to Terra for testing. If it turns out you ain't a damned risk to anyone with your psychic powers, you might even get sent back here." Sully didn't know that last part for sure, but he felt confident saying it anyway.

"Now, I'm going to have to write up a report on this, and the folks on the Black Ship will read it when they get here. Now, that report can read that you're a loyal member of the arbites, unaware of your psyker powers, no recorded incidents of you ever causing unwanted phenomenon. That when confronted with this information you cooperated, surrendered yourself, and showed no signs of corruption, and that you can be minimally secured."

Sully looks down again, before looking back into Bast's eyes. "Or the report can read that knowing the extent of your powers, you used your warp sorcery to manipulate yourself into the arbites where you aided a known seditionist from the inside, are a danger to the public, and need to be kept in secure isolation on the Black Ship during the multi-year journey to Terra."

Sully stands, trying to look as imposing as he can. "Which report I write is up to you. If you flip on Lakhanov, or provide us some information about who is the leak, I'll be inclined to write that first report. If you instead insist on sitting here stating you're not involved and don't know who is the leak is, I'll be smiling as I write that second report."

Maybe, looking back, something that seemed innocent doesn't look so anymore?"

What would you call someone who walks away from an op practically unscathed while the rest of his team gets shredded? She watches out the corner of her eye as Harrison unfolds his whip and lashes out Harrison, stand down! she shouts, diverting her attention away from Grinman for just a few critical seconds. Yes I am engaged in undercover work normally. she goes on pretending to be unfazed by the gun barrel pointed at her, Who better to investigate an op gone wrong than someone who couldn't be dirty because they weren't there? So tell me Grinman did the op go wrong because you're incompetent or a traitor?

While Grinman is distracted with Verita's questions, Lear dives at the suspect. Verita's cry of protest comes too late, as Lear's whip snakes out in front of Grinman's face, missing by mere inches. Although the attack doesn't connect, it's successful in distracting Grinman long enough for Lear to tackle him out of the chair. A shot rings out - deafening in the confines of the apartment - as Grinman fires ineffectually into the ceiling.

While Grinman and Lear grapple on the floor, Merse receives a message through her microbead: "Attention, DGC personnel. We've received information that the heretic Lakhanov has been sighted. All active DGC personnel are to report to headquarters immediately. Repeat, all DGC personnel to report to HQ immediately."



Since Dachshundofdoom posted first, I'm going with Lear's version of events. It was the more exciting option, too.

Carefully scrutinising Loree's body language, Iskar comes to the conclusion that the Regulator is an open book, and probably couldn't lie to save her life. "Oh, Throne yeah, I trust my squad all right. I know my team's got my back. As for the two investigators, I trust 'em as much as I trust anyone who's not trying to kill me. You gotta remember, I don't really know these guys, not like I know my squad. I'm no investigator, but I know stress when I see it, and those two investigators were both wound tight on the last op. Grinman, he wanted to take lead on the assault. Probably wanted to be the hero, you know? I knew he'd be in no condition to lead my squad, so I made him and his partner take the rear. Probably saved their lives, doing that. What I'm trying to say is, if you're in on the game, why would you put yourself in a position to lose?"

While Berth is talking, Iskar and Shi'ar hear a message through their microbeads: "*zzz*ntion, DGC personnel. We've rec*zzz*formation that the hereti*zzz*anov has been sighted. All active DGC personnel are *zzz* headquarters immediately. Repeat, all DGC *zzz*onnel to report *zzz*Q immediately."

Bast looks like he is about to faint as McKennan delivers his threat. "Oh, Terra. Look, uh, I'd love to help you fellers. I-I'll do anything you want, just tell me what you want! I can use my power, yeah, just gimme some time with Roth, o-or anyone else you want."

While Bast is pleading with the investigators, Gallows and McKennan hear a message through their microbeads: "At*zzz*on, DGC per*zzz* rec*zzz*formation that *zzz*anov has been si*zzz*tive DGC person*zzz*port to headquar*zzz*ate*zzz*eat, all DGC *zzz*eport to HQ imm*zzz*."

Part of him was relieved Berth was innocent in this, but that meant one of the other groups might be in the poo poo. He wondered what the odds were the squad would be fewer when they got back to headquarters.
