I can't promise a 100% faithful translation since I'm not familiar with their Smash terminology, but, from what I can tell:

Dash attack: ending lag(?) reduced. Extended launch distance when connecting with the initial hitbox.
Down Smash: lessened startup. Extended launch distance.
Fair: Hits following the first one, all the way to the end, do more damage. Extended launch distance for the final hit.
Bair: Extended launch distance when connecting with the initial hitbox.
Down B: Extended launch distance

Looks like a mixed bag of safer moves and improved kill options. Dash attack could be a big one if the endlag reduction is significant. Nair is slowly turning into a really good move, and they made bair even stronger. Also, stone might actually be a move now?
Doesn't do anything for his mobility, but I'll take what I can get. Thanks!

These are some good loving changes, actually. Just thumbing through, Pit gets a combo starter, Villager gets an anti-air, Dedede gets inhale buffs AGAIN, Mewtwo gets a combo throw and improved shadow ball, Incineroar gets to actually grapple, and a whole bunch more.
Really even-handed changes to characters that need it and in ways that I didn't expect. The balance team is killing it, IMO.

e: except Mac. Mac stays in the trash.
