You know, it's funny to look at games like this, and remember how true to life they were.

It was only in the mid 1970s or so that anyone could expect to go on a train trip and not be murdered by supernatural creatures. In fact, many rail lines in the late 1920s to early 1930s made a prominent point in their advertising that the supernatural monster haunting their rail-lines would only murder non-paying passengers and occasional "unusually unruly" small children.

Of course, now we know the majority of those "ghosts" and "demons" in later years were only bank managers and circus hypnotists in masks, but 1913 was a more primitive and superstitious time.

This was the era of Japan as an aspiring colonial power paling around with the British and trying to be accepted as one of the guys at international diplomatic summits. They were even one of the Allies in WWI.

Unit 731 and the half-dozen Prime Ministers who died as war criminals were still about a generation away from taking power.

It's a bit like comparing Wilhelm's Germany and Hitler's.

They're both bad, but they don't provide the same level of "this guy hates them, so he's got some redeeming qualities" shorthand.
