yeah ebikes often have better weight distribution than gas ones, because you can shape the battery pack to put the mass where you want it. a gas bike has a huge heavy engine with lots of reciprocating mass and this four gallon can of sloshy fuel at the highest point on the bike. they're going to be wildly popular once the price drops down assuming the oceans don't drown us first specifically a tesla bike? it'd be so insanely expensive and i'm sure it would catch fire. also japanese motorcycle manufacturers have amazing assembly lines and there's no way tesla could approach yamaha or even kawasaki's QC

a couple bikes have had fake tanks and the filler neck runs down to the actual tank below the seat, but for the most part, thats the biggest spot of available room you have on a bike, and fuel is the most space-filling thing you're bringing with you, so it goes there.

gas tank is traditionally up top because that way it's easy to fill and you can use a gravity feed to the carburetors. As Jonny notes there's also a convenient empty space between your nuts and your hands on most motorcycles so why not use it. Some more complicated motorcycles do put the gas tank in a different place. For instance in many BMW bikes the tank is under the seat, with a fuel pump to feed the engine, and the thing that looks like a gas tank is either the engine airbox or a storage area. Racing motorcycles often move the gas tank down below the engine to lower the center of gravity. Unlike in a car, though, you do this to decrease stability; from the front a motorcycle is an inverted pendulum, and it needs to swing from one side to the other as you bank into turns. Carrying a lot of mass high up increases the polar moment of inertia so it takes more time and force to roll the vehicle back and forth, but lowering the cg near the pivot point (the ground) makes the bike more flippy.
