Overall I think Arthur is better written and a much more nuanced character than John, although how much of that is a byproduct of ludonarrative harmony is hard to say. But Arthur certainly goes through a more defined redemption arc than John; part of that is probably down to the difference between 2010 Rockstar and 2018 Rockstar: the GTA 4 comparison is pretty on point as they seemed to be telling extremely nihilistic stories earlier in the decade.

Anyway the local cops just went apeshit and started shooting You can beat him to death with your fists and the cops will look the other way but if you use a weapon they react. Not sure why but it probably has to do with how they get mad about gunfire in towns generally.
