That's bullshit. It's metahumor at this point, some people thought it was funny and some people are oversensitive. I could apply that same logic and deconstruct almost all of the posts.

September 11 has been forced into our collective experience. It's been used as justification for two wars (with massive unresolved consequences to this day), to put people in office, and to sell products. The memory of those who died that day have been cynically exploited in far worse ways than some distasteful photoshops. As with Loss, the image makers also recognize that it is a cliche and part of the fun is seeing how they can mix up the elements of the original material in new and unexpected ways so the jokes stay fresh.

Regina Kay Walters was a fourteen year old girl whose rape and murder were recorded in that photograph. Although the photo does not show anything graphic, viewers who experienced similar violence (or know others who have) shouldn't have to be subjected to that experience for the sake of a mildly* funny joke (instead of pleading for her life she is apathetically smoking a joint while still trying to defend herself) that is poorly executed and cliche.
