Because otherwise this isn't even a debate, it's just Ruruka being extremely lovely (and technically Sonozuke too, but that would require him not being just an extension of her). It's possible that Ruruka views it in those terms, but more likely that she is just an rear end in a top hat.

The end of this episode is what made me finally decide that, basically, Junko is just a plot device, and any discussion about her character and motivations is pointless.
