Catra does say that she fully expected Adora to survive. TBH I'm still not 100% convinced she'd actually flat-out kill her if she had the opportunity. She didn't even really try to in the last fight. Zuko and Azula literally killed Aang.

I was kind of obvious they were being teased at about the point Catra deep-dipped her at the dance and Adora stuck her knee between Catra's legs. Theres a bunch of shots in that episode where it would look like they're dating in another context. Or just about to kiss.

No Korra was pretty dumb even in the last season. Kuvira totally walked over her and it took a lot of smarter people to get her to actually figure out what to do. And obviously she got totally outsmarted by Amon and Unaloq and even Zaheer. In fact Korra being actually flat out stupid was one of her main character flaws. Alongside just general incompetence.

At one point she says she's the worst Avatar ever and boy does it feel like the writers wanted you to believe her. I'm not saying she's dumb because I hate the character, but because she is written to make dumb decisions and mistakes 90% of the time.
