Billy had a chip on his shoulder about finding his mom and having to fit in with his adoptive family, so even when he lightens up he still acts like a sarcastic brat. Shazam spends a lot of time figuring out his powers or playing up his popularity, that he never really gets a chance to show he's still got Billy's worries and problems underneath. Yes, these were my feelings of Shazam. It was fun and all, but really the Billy sections seemed out of place - he was kind of out of place in the movie. And if Shazam really did act like Billy the movie would have been worse for it.
