Sivana being traumatized and completely twisted by the experience and devoting his life figuring out how to get back at the rear end in a top hat wizard was interesting, so it's kind of a bummer that he acts like a generic bad guy for the rest of the film.

Yes, these were my feelings of Shazam. It was fun and all, but really the Billy sections seemed out of place - he was kind of out of place in the movie. And if Shazam really did act like Billy the movie would have been worse for it.
