It's hard to tell exactly what is going on here without digging into his code, which I do not feel like doing, but the whole thing is based on using Generative Adversarial Networks to generate images. GANs are a type of neural network technique that can basically generate random examples of things. The network takes a random input vector that can be associated with a given thing (say a dog), and then, using that input, produces an image that is an example of the thing. The website seems to be using some kind of algorithm to mix input vectors to the network to produce an image that's a hybrid of their associated things. And this process is repeated over and over, choosing which things to mix based on what images people click on. The most interesting bit of tech going on here is using GANs to generate images. They're a pretty clever design. You basically have two components to the network: one is a "generator" and the other is a "discriminator". The generator is being trained to produce as realistic sample images as possible (i.e. "trick" the discriminator), while the discriminator is given images from both the generator and real images, and is being trained to identify whether the image is real or not. So the discriminator is basically learning the flaws in the generator, which the generator can then learn to fix. But anyway, this guy is just using a state-of-the-art image-generation GAN he got online, which is making the bizarre images. He's just using a fancy method to produce garbage output that's visually interesting, and then using crowdsourcing to help sift through the output to further refine down to the interesting ones.
