If I want to strap a loving short-sword to my hip and stroll around town I should be able to, especially if any jackass can do the same with a loaded gun. What does the short-sword accomplish? Nothing. Obviously. It's a style not a weapon. I'm not going to stop any crimes with it. But I'd feel a lot better having one.
