Did they ever give up on actually piercing the armor and just made bolts that transfer the most kinetic energy instead to act as long ranged maces?

A 9mm bullet weighs about 7 grams.

An arrow weighs about 18 grams.

An arrow heavy enough to act as a "long range mace" wouldn't fly for poo poo.
