It's a tri-market strategic penetration (heh) film with a US base that will at VERY least make a decent profit domestically while simultaneously being marketed throughout the middle east and India. The Marvel universe tried the same strategy with China with the Iron Man property and it paid off huge. Godzilla is meh but sells both here and in Japan to turn a tidy profit. The story is globally known even without the old animated version and Disney is tailoring it to everywhere it'll possibly work with a hefty marketing and localization budget behind it (which they can afford by having cheap stars, generic costumes, CGI enhanced setpieces, etc.). Big-budget entertainment is increasingly having a global, long-term, lowest-common-denominator focus.
