Part of it was the end of the drought. There was a six year pause between License to Kill and Goldeneye, by far the longest gap in the series and only tied by the Spectre/NTTD interval.

Pascal was also really into paying women actors much less than male actors and when asked about it after the hacks she claimed the pay gap was the fault of women for being willing to work for cheaper. While scummy, she admittedly may not be much worse than any other entertainment executive in that regard.
