The Truman thing is apparently about whether or not to go through with the midlife refueling and overhaul in 2024. Seems odd to not do it but the Pentagon apparently announces back in February that they’d start decommissioning the ship instead when the refueling is necessary. https://www.stripes.com/cno-nominee-backs-navy-plan-to-scrap-uss-truman-as-white-house-vows-to-keep-the-ship-1.579086 While we are building new carriers it seems weird for the CNO to want a smaller fleet.

They can't really do the whole Inherent Contempt Lockerup thing because as AG, he gets guards and that would be kind of awkward for a Sergeant-at-arms to deal with. Plus, they're going after him regarding the report, not his House testimony that he blew off. The sergeant at arms can at least serve it and see what they say.
