Kojima has the source code for the Decima engine and a development deal with Guerrilla to make improvements. MGSV sucked because of Konami meddling and rushed to get it out.

Most of the complaints about the missing accents is just nostalgia. If the original game would have had no accents, no one would complain. And the accent itself: i've heard subtler accents from people who have migrated from China to a country where English is taught as a second language.
