Memoria, my pick for best film in general from the last ten years, annoying to track down in the US though because it's not on streaming. You can import the UK bluray (region free) or use Other Means pretty easily though.
Fallen Leaves, very heartwarming Aki Kaurismaki film
Il Buco, very little dialogue, about spelunking in a very deep hole in a small italian town
Days, the Tsai Ming-liang film. No dialogue at all, lots of gay yearning.
Pacificiton, simultaneously very chill but with a very evil vibe to it
The Novelist's Film and On The Beach at Night Alone, and a lot of other Hong Sang-soo films released in that time frame
Transit, the Christian Petzold film, a very interesting adaption of a novel from 1944 that's like half-updated to modern day
Mountains May Depart, story of a couple in China over the course of three time periods
The Assassin, the last Hou Hsiao-hsien and extremely beautiful. Like dreaming about a Wuxia film.
Benediction, Terence Davies' last feature and very heart heartbreaking.
3 Faces, Jafar Panahi film where he and the Iranian actress Behnaz Jafari (playing themselves) go to a small town to search for a girl who sent a concerning message asking them for help.

For the kids (scary, non-mystery), I bet they'd be the perfect age for Night of the Hunter. Just young enough to identify with the children, just old enough to realize it's probably the best they'll see all year.

Thinking back to what I really liked around those ages in the 90s, I’ll suggest Jurassic Park and Scream.

Baby Assassins series from Japan
Zaror's work (redeemer, fist of the condor) with Espinoza from Chile
Adkins work out of england/asian (Avengement, Ninja 2, Debt Collector 1/2, Accident Man 1/2, One (more) Shot)

heck just use this ranked list, there's only ~25 american movies out of the 50. replace winter soldier with edge of tomorrow and its a hell of a list . One of my personal favorites on there is Wolf Warrior 2 - the top gun of china where america is comically inept and weak

Are there any fun and funny detective/caper/spy comedies along the lines of Kiss Kiss Bang Bang, The Nice Guys, and Confess Fletch from the past decade? I love that charming, snappy, zippy, pulpy Shane Black style and I thought Fletch channeled that well. Just want to make sure I'm not missing any others.

Also open to TV suggestions, if there's anything there.

It sadly isn’t as big a sub-genre as it should be. I have one, but it comes with a very large caveat : Last Looks is a funny, well-written neo-noirish mystery, that also happens to have a lot of Mel Gibson. He’s not bad, it’s not terrible casting from a technical standpoint. But, y’know, Mel Gibson.

The Glass Onion films come close to this, I think.
