It says that the data was used by Android OS. The whole phone just has 2 or 4GB of HDD. To get the phone back to usability, do I just factory reset it or should I be doing something beyond that?

I did not ever use it for banking or email or anything else password-protected and it's running on a throwaway Gmail account I made specifically for that purpose so I'm not too worried about anything beyond getting the phone to stop bringing every wireless network it touches grinding to a halt.

Yea, a factory reset should fix most issues.
