If Panarin gets 12+, what is Marner going to demand? I realize he's not a UFA, but wasn't the argument that wingers don't get paid as much for why he wouldn't get a contract comparable to Matthews?

The other thing is that Matthews scores goals and Marner sucks at that. But yeah CLB breaking the bank to make Bread the highest paid player in the league would be unprecedented and they’d basically be ruining the market out of desperation because nobody wants to play for their franchise.
