Kinda, after the Winter War (1939-40) there was about a year of peace. Germany promised Finland it would get back the territory it lost in that war (which displaced about 400,000 people) if Finland would ally with Germany. That was the only deal on the table at the time, so to speak. In 1944 Finland made an armistice with USSR and a part of those terms was evicting German soldiers from Finland. While initially this was done peacefully it included some very serious fighting and the Nazis burning most of the towns and cities in Lappland. So, Finland fought both for and against Nazi Germany.
