There was a similar game released just recently, but held more in the 2D sprite style of classic Fallout games. It had something to do with big meat monsters that want to be more human, or something of that nature. Does anyone remember what it was called?

Slitherine will be releasing a bit of an odd duck, a 4X that looks (to me) like a wargame wherein you play a 4X game that's really a procedurally generated and interactive map editor, then the wargame itself.

I sorta wait, out of the corner of my eye, for wargames to get tired of playing WWII or cold war fantasies a trillion times, and reckon with the weird, out of balance ways that high-tech military forces are actually being used in the modern age. You kinda have to imagine apocalyptic scenarios to produce the nice neat battlefields clean of civilians and depression so you can have cool WWII style fights with modern high-tech toys.

This one just says the heck with the whole thing and imagines a procedurally generated world (as part of a fallen galactic empire) that cries out for a martial state to be built to fight against other martial states.

Take a look at this 4X-style tech tree, every single tech is military:

I guess it's like Warhammer or something, but with near-future tech and grim human men.

Looks kinda fun.

AI War 2's expansion landed on GOG today (been on Steam a couple days already as earlier posts will attest), and since that's where I already have the base game and first expansion, I bought it there.

The clowns at GOG put Amazing American Circus, a... circus themed card battler? up on their top carousel too.

https://www.gog.com/game/the_amazing_american_circus_the_ringmasters_edition

quote:

In The Amazing American Circus, you’ll build a circus empire from scratch. Flesh and blood opponents, as well as characters known from the American folklore, will stand in your way to success. You’ll come across violent crimes and social inequalities. As a novice owner of a small and run-down circus, you’ll have to face the historic giant of this industry - P.T. Barnum. Can you defeat him?
...
Deliver a perfect show in a special card duel between you and the audience. Their boredom is your enemy, and your performances and tricks are the best weapons. Choose your cards wisely and try to figure out the mood of the crowd. What’s attractive in the deep South won’t necessarily work in the industrialized North!

One of the most infuriating things about Ghosts and Goblins was how nice the graphics seemed to me, mostly never to be seen, because I do not have it in me to ever play it all the way through.

not for get the ammos

The Ammos
The ammos of theis games are semi unique meaning they have bullets but as blades and electric charges and power surges. the ammos are not the usuall blow up king kong but they have been thoughfully organised to go with the mechanical theme of the solo miltaray startegy.

Sorry that this isn't a fresh release, but if you want a toy that's sorta like Townscaper without having to pay money, there's a tech demo called Planet by the same guy:
