The term "catch phrase" predates meme as the proper term for a dumb online thing that people will never shut up about. catch phrases have been a thing in meat-space for a very long time, longer than WWI probably. Or do you mean meme in the Image macro sense? I hate the internet 2.0 meme refers to two completely different and distinct things.
