It's not replacing EFTs or anything (there's on cryptocurrency involved at all). They're also almost always private blockchains, meaning that parties can only join by invitation (usually involving some kind of key exchange). They also almost always use hyperledger fabric, so no environment-ruining proof-of-work consensus.

If blockchain technolgy is ever going to be useful for anything, it'll be for a case like this.
