I am predicting that, tied to the "The doll parts didn't have gloves", that this figure is not the doll and the point of the gas was to swap her in. Hence the bleeding (and not having to explain advanced AI if possible, though it's always a possibility). I was curious that at least one of the earlier rooms it was commented that people didn't see any security cameras or similar. Anyway, looks cool and hype, thanks for showing this off! Well. That's pretty metal. I do like the changes around the eyes and such. So, bets on Keiji having killed some really bad people, or some really innocent people? I think it's probably more than just failed to save some people, given context.

Remember the rules are not enforced by a ubiquitous spirit either. Though as with most such stories the overseer tries to give this impression. We also don't know their overall goal, but we can assume the rule is there to stop everyone just entering the voting chamber and wearing their card like an ID badge. But things that are shenanigans might play into the masterminds plan. Especially if it's all for entertainment. (Diagetically. Obviously the story is for our entertainment.)

We can be pretty sure (but not certain) that it was Keiji's trade that gave Sara the Keymaster. But not that it was his card he gave her. He could have traded her anyone else's and just ran with whatever her reaction was.

Spoilering because I'm replying soon after the post for once It really sucks for Kanna, but the whole game sucks for everyone so I have to applaud Kanna for pulling it off... Then I remember the message was written by Sou who could easily advise and guide her actions. That might get him killed if the truth didn't out but he was in a good position to nudge things and seems happy to play the odds (see being happy to set himself up as an obvious choice on the assumption he could flip everything on it's head enough to turn distrust into a shield.) Unless his hack of the role card was like 'The Sacrifice saves two other people' or 'Picks two people to survive' if they win. Although the meta part of me still has a "But the easiest way to write this is Alice/Reko is the sacrifice because then timelines converge."
